Denied an Access to open an account at FNB Sandton City

Very Disappointed with this bank FNB Sandton City South Africa, I went there two weeks ago to open an account and I was told via sms that my card is ready for collection, when I went there to fetch it,I was told that my card is put on hold ( *****), and as I am asking the teller what is exactly happening because this account is new, I was told that I cannot get a card because I am using a spousal permit. My question is a person that is using a spousal permit is denied an access to bank with FNB!
