Delay with Paid up letter

I was a very loyal FNB customer. I then went into some financial strain and decided to apply for Debt Review. 4 years later, I am now looking to exit the debt review process because all of my debts have been settled. This should be a very exciting time as I am now debt free! FNB doesn't seem to think so. For months I have been religiously debited R105 monthly for bank charges on my cheque account. I even tried to downgrade this account so that it would be R5 instead of R105 and I was told that the account had been downgraded yet I was still being Debited the R105 monthly for the account. I settled the whole outstanding amount at the end of July, went into the bank to close the cheque account and was told that they cannot help me unless I have been issued a clearance certificate. Clever FNB - As long as you don't issue me a paid up letter, then I cant get a clearance certificate and close my account. Its now been 2 months since i settled all outstanding amounts and I am still waiting, still being charged R105 a month and I still cant do anything. I have been paying bank charges for almost 4 years on an account that is not being used, and now you seem to be refusing to issue a paid up letter or respond to any correspondence from my debt counselor? What is going on????
