Declined Foreign Tr 412

Please assist ,for the past months until today I’m getting unnecessary charges 8.50 (Declined Foreign Tr 412) in my fnb account ,I consulted the back they said I should change a card I did so but I’m still experiencing same problem to this day and it seems like fnb is unwilling resolve this matter any time soon
