Declined foreign t is a ******* or what?

On 07 September 2021 I told you about the problem I having. I told you that I experience a deduction for declined foreign t N$11.00 per day and I don't know the reason of that deduction. You told me to send my ID number and I did it but still this deduction is continuing. This thing is making my account to be negative please. Please what I need to do or is it a *******? Now I lose hope in your service.
