Declined foreign T

I’ve had about 5 “declined foreign transactions” which are costing me money and I have no idea what they could be. This has been happening for about two weeks now. A year ago I was told to cancel my card and go for a new one but still , I’m still experiencing the same problem and on the other had card replacement is money. What’s actually going on??
