Declined foreign T and extra chargers

Hi. Can someone at fnb please explain to me what declined foreign T 405769*00 10 R8.00 mean please. Because that’s a lot of R8 and besides the fact that every month it’s the same thing with why should I pay more money due to a merchant that does late banking. We already pay when we swipe or tap for the item then we get extra chargers. Please explain what that is about. I am really tired of the same thing every month and all the long waiting period for an explanation.
