DECEASED ESTATE DEPARTMENT IGNORES ALL ATTEMPTS TO CCONTACT THEM

I am the executor of a deceased estate. The deceased estate department has paid out the amount in the deceased's bank account, but have never sent me the statements from date of death. These are required by the Master of the High Court. I have sent 6 emails requesting this - I have received receipts for all six emails. I have tried phoning a few times, but the Deceased Estates Department does not answer calls.
