Debit order reversal

I have been trying to reverse an unauthorised debit order telephonically at the customer care. The guy I spoke to told me they can't reverse if the company that reversed has my banking details. Said I must call the company to make that arrangement. I would like to know if those are new rules and regulations regarding the reversal of a debit order.
