Debit Card ***** refund-Poor Service

On 2 March 2019 an amount was taken from my debit card without authorisation using my card details (It was a Paypal purchase). I have never given card details out, and only use secure sites. I phoned FNB immediately, who cancelled the card and issued a new one. However, that seems to have been the end of the matter. I have phoned to follow up on a refund but to no avail. The person at "Online *****" told me to call "Debit Card *****" on ********** 444. I have been unable to speak to anyone on this number, instead languishing for very long periods on hold. How do I get my refund when I can't speak to anyone at the bank? What paperwork will I need for the Ombudsman, as it seems to be going that way!
