Debit card dispute query

I attempted withdrawing cash at the ATM electricity went off , i couldn't get the money and the receipt it only gave back my card. i waited for the ATM to restart but still did not get the money and receipt , but on the statement it shows that money was withdrawn. i completed debit card dispute form and submitted to *** they said estimated time to resolve the query is 7 days. today is day 10...is very disappointing because this is for the second time. same thing happened to me 2019 even today i never got the money and their consultants are very rude, they told me is possible not get my money and there is nothing they can do.
