Credit Card Service Lacking

I want to permanently reduce the limit of my credit card. Yet the function is not available online - I can shift a limit between the budget and straight facility but to reduce the limit, I have to jump through hoops and phone the credit card limit department. If I can apply for a limit increase online, why should I not be able to decrease my limit online as well?
