Credit Card Limit increase taking forever!!!!

I have app**** for a Credit Card limit increase 2 weeks ago. I was asked to send through documentation and signed declaration. A week went by and I received no correspondence. Last week i app**** for a limit increase on the app, and received a quote which said "signed online." I contacted my team of bankers who went on to close the application that I had done the 1st time without informing me of this. When I called in today to find out how long it would take, i was told that I need to sign the quote and send it back. This is rather annoying as i was not informed of this when i started this. I have since sent through the signed quote but was told that it will take a further 3-5 working days. This is rather annoying as I am going into hospital tomorrow and I require the funds. Please can this be escalated as its going on week 3 and I need this sorted out.
