Credit card downgrade

I requested a credit card downgrade I received a quote and sent an email accepting the quote on 08 Oct ref:***. Upon enquiring about the fees I am told it was not downgraded and a new quote has been sent with a higher interest rate of 19% from 17.25 which was the quote I accepted and emailed back. I am now being “forced” to sign a new quote while I sent back the quote on the 08th October with the acknowledgment email to prove it. Please can this mess be sorted out.
