Credit Card Department poor service

I have filled in and sent through a credit card dispute form on the 28th of February and when I called the bank to confirm if they have received my form that just transfer me to the next consultant. I have been transferred more than 20 times and no one can help me. Is this really the type a service you provide your customers ?
