Consultant turned us back

Today at about 11h20 we went to FNB branch in Letsoho shopping Centre to open a Stokvel account, Busisiwe turned us back saying they can't help us because they only have one consultant. How is that our problem? Does it means as a FNB customer I must choose branches that I go and get help from?
