Cheque account complain

Hi. I'm currently unemployed and not receiving any money monthly on my cheque account and now section 129 has to be app**** on me. I can't make any means to pay that large amount of money I don't have, I'm flat broke and unemployed, applying section 129 its somehow on an individual who doesn't even afford to make a thousand a month. Please solve this for me and I'm having 2 accounts that they say I'm owing
