Charging for bounced Debit Order

On Tuesday 4th April 2017 I had a debit order bounce that was short by R36 at the time and in the past it has always allowed it to go through, but now it bounces and FNB has the nerve to charge me R100. How does putting the customer further in debit help to get the debit order to go off??
