Charged service fees on my Credit card

I checked my statement and was surprised to find out that I was charged a R8.50 declined fee. Can someone please explain that to me? I know whenever I use my card at Shoprite Checkers it declines at times for no reason and I try it again and it goes through. I did have the issue this month as well and now I get charged fees when it is not my fault
