Cash flow relief in contrary to payment break

I requested a payment break, but I was offered a loan, so called cash flow relief. Other banks are offering it without any hassle except FNB, I went to the branch and enquired about it and I was told that FNB only gives loans. And I don’t think this is legal, considering people’s situations because of COVID-19. That is very insensitive and lacking compassion of FNB, I am very disappointed. That is putting people into more debts, actually burying people with debts.
