Card not working in France despite calling the back and being told it would

My Partner has an FNB account in Cape Town. She's taken our children to France for a Christmas vacation. I will join them later. She has an FNB account and contacted them about using her debit card in Europe. They told her absolutely no problem. Shes now in Paris and despite having thousands of rand in the account the card is being declined at every shop and ATM she's tried.

They have raised a complaint ticket and I've provided addtional details to their complaints team, but the card still doesn't work and they haven't contacted me or my wife other than to send me a reference number. Someone needs to do something.

So am absolutely frantic now. She has no money. She has a French SIM card which I've topped up remotely to allow her to contact the bank. FNB say they can't do anything until tomorrow and the kids need to eat to night. I've sent Moneygram, but google only comes up with one location in the area she's in and there's no Guarantee that google is right, often the small locations stop offering the service. Why do FNB not understand the urgency of the situation?

So Update. Nearly two week after arriving inn France, my wife still doesn't have access to the funds on the account. FNB offered to make an EFT payment to a bank account from her account but she doesn't have a suitable account and I'd managed to get some cash to her anyway. She has some outstanding bills to pay in South Africa and after those are done we wish t transfer the money to an account in Europe. She's been trying to access her account for the last three days. We have rung the call center and they either ask her to reset her password online, which doesn't work as the system just tells her her card number in invalid, or she get transferred to another agent. She's currently on a call with FNB and has been transferred 6 times. Disgusting service.

Finally been told that the card had been deactivated. The agent said that he couldn't reactivate the card and he would transfer her to someone who could. She was then returned to the main menu where it asked for options rather than the person who could fix the problem. Again disgusting.
