Card Division declines refund for a ********** transaction, obviously condoning ********** behaviour

<p>A ********** international merchant charged my credit card a few weeks ago. When questioned, the merchant immediately agreed to a refund and said the refund had already been issued, quoting a (bogus) reference number. It was stated that the refind will take 5 to 7 business days. I waited the required number of days and when no refund appeared on my account, contacted the merchant again, via email. No more reply now. The reference number is obviously bogus. When requesting a refund from FNB using the correct form and supporting documentation, it was declined "as the debit agreement is between you and the supplier". VISA has not performed its duty of care as the merchant has a long history of ********** transactions and chargebacks, and now wants to make its customers pay for the problem. Shocking. Time to investigate other credit cards and other forms of payment.</p>
