Cant make contact with anyone with enough authority to actually help me

I just want to chat to someone in the debt review department who can actually make a decision around negotiating fees, want to come to an agreement. I see no benefit to having 10% of my monthly contribution being taken by a debt review company and need to speak to a manager who can actually make a decision rather than call center staff just shrugging their shoulders.. Please if you could help me out..
