CAN'T COMBINE MY TWO LOANS?

I have 2 smart spend loans and all I want to do is combine them into one so I pay ONE instalment a month but after being transferred to 5 different people I was told it's not possible I have to go through the process of applying for a new loan that will settle both loans (this involves a credit check etc.). So I did the process and was told I don't qualify. How can I not qualify when I am ALREADY paying for the loans as 2 separate instalments? All I want at the end of the day is ONE loan account.
