breach of contract

I requested to loan amount of 53000 with 2445 instalment and accepted the terms and conditions in 53000.now 43000 was paid Into my account nobody called to tell that I don't qualify for 53000.when I want it reversed they say I should pay feea of 1000 something.I can't I didn't use their money and I didn't accept their terms and conditions on 43000.my bank dissaponted me i can't pay that
