Branch Manager Rodgers Hlungwani Greenstone branch totally unhelpful

There was a delay for an hour and a half at Greenstone branch to collect my forex due to a system issue. The reason for my complaint is not the delay but the attitude of the branch manager Rodgers Hlungwani. After an hour and a half I approached the branch manager to request that my forex get delivered but the response I received from him was that the forex was not his responsibility despite being the branch manager. He refused to assist me and told me I must approach the lady at the front. He did not accept any responsibility, I cannot understand how someone can hold that title and be so unhelpful.
