Bond Payment

I have bought a unit at Kgothatsong in Alexandra which was incomplete, it need maintenance. I have been asking the developer to fix it and it was not done and I have paid my first installment in September 2017. Some other people who bought the same units are financed by ABSA and they have not started paying their bonds because ABSA told them that they( ABSA) have not received clearing certificate from attorneys. My question is how did FNB go ahead with registration of bonds while the property is incomplete. My understanding is that the final assessment of the property was not done and if it was done, what were the findings. I will be happy if the payments can be stopped until the maintenance is complete and final assessment also done.
