Being charged bank charges not applicable account

Yet again I have been charged bank charges which should not be happening. After complaining for the third month in a row, I was told the charges would be reversed. This was two weeks ago and still to date nothing has happened. I am at the end of my tether. Can someone sort this out once and for all.
