banking

I transferred via internet transfer to an account and had sufficient funds in my account as far as I know if you do nog have sufficient fund you won't be able to transfer any money. A day after I transferrred the money it came back saying insuffiecient funds so my electricity bill was not paid and my electricity was sitched off and I had to pay a penalty. I feel if there was not suffiecient funds how was I able to tranfer the money in the first place??????? I had to pay also banking costs for unsufficient funds.
