Bank refuses to reduce monthly fees or close account

Bank unable to help reduce monthly account fee and convert account to a savings account. When I request account to be closed I’m told that there’s a fee to be settled, which I don’t understand is for what. Now the account is inciting unnecessary monthly fees I am unable to pay.
