Bad service

I dont know how this works I purchased things on the 2nd of March money goes off my account boom on the 27th the money goes again ???? Friday the 25th standard bank delayed salary payments and we were informed that our banks will not charge us for any returned debit orders I woke up on the 26th with 2 unpaid charges in my bank account. I dont know if this is incompetence or what
