almost 3weeks and still NO credit card

I app**** for a credit card on the 25th of July 2015. It was approved on the 3rd of August. I am still waiting for my credit card. I have been to the branch several times and every time I get told that it is with the courier company! It is today the 13th of August and I still haven't received any feed back on when I will receive my c/c. This is not the first time. The other time it was regarding my new platinum card. They were supposed to deliver it to my house. I got a few sms and phone calls saying that I would receive my card then I make sure I am home and waiting but no one appears and then my card get cancelled! This is inappropriate! How long does it take?
