Account closure takes 4+ months!?

I have been trying to close an account since June! Because a transaction/refund is still pending, it could not be closed. I do not understand why this should be my problem - it is a problem for the merchant and the bank. I am beyond the point of patience and I will not pay any more fees for this account.
