3 years later still no Title Deed

in 2017 i paid the remaining amount of the bond through FNB ofcourse. This was 3 years ago and still yet today i have not received the title deed. empty promises have been made left right and centre to the extent that i had to pay an additional odd R700 for someone who promised to deliver but didnt. i need this to be resolved NOW
