Unacceptable behavior from someone we would need to accept assistance from in an emergency

I was driving on Jules street at 7.30pm on 16 December 2022 when I encountered a vehicle making an ******* turn with the lights off ...there was load shedding in the area so visibility was already very poor ..then to come across a vehicle reversing and turning in front of you was scary ... .I could barely see him ...I gave him lights and instead of being apologetic...he tails me ..drives faster to get in front of me and then stops his vehicle to get out..I had to swerve onto the on coming lane to avoid him and then he veers onto that lane and blocks me again, opens his door and uses vulgar languages at me ....being a woman could do nothing but wait dor him to go again.. I have a oic of the vehicle ..reg no is HJ 95 RD GP ...I cannot believe that these are the people we would have to depend on in an emergency ....totally unacceptable behavior...he doesn't respect the rules of the road neither does he respect other road uses ...
