Taking advantage of shocked and vulnerable people

I am not happy with First Help. I was involved in an accident on Saturday the 10th April 2021. I do not have insurance, the person who caused the accident is insured with Outsurance. The driver mislead me that the car must be towed together with the other car as they are supposed to assessed together by the insurance. When I called Outsurance on Thursday the 15th October I was told the driver gave me false information and they do not cover towing. Now when I called the storage I was told I need to pay R12K for storage of which I do not have. I am frustrated, I feel the driver took advantage of my shock and vulnerability. The driver's name is Jacque and car registration is LXH346GP. This happened in Pretoria Wonderboom.
