The policy that can NEVER be cancelled

I have cancelled my policy on 10/04/2013 for the first time. I cancelled it again on 20/03/2014. I still have the reference number for each of these calls. And yet I am still paying this monthly premium. When I phoned this morning I was told the policy isn't active, after being on hold for 25 minutes, suddenly the policy is active again. What more must be done before you actually stop *****ing my money and cancel this policy???
