Not responding to my query

I recently received an etoll invoice it seems someone clowned my number plate. I contacted etoll and they said I needed to provide evidence. I need to provide them with a certificate which shows that my car has been written off. i contacted first for women five times hoping they would send me the document. Each time I call them they promise to email me the document but they never do.
