Excess retrieval a nightmare

I was hit from behind in MARCH by a state vehicle. I called First for Women and asked if I should claim from them or the driver responsible for the accident. The person I spoke to said he wasn't sure but rather them them to get it sorted quickly and that their legal department would handle the excess retrieval. It is now AUGUST and unless I call them I am not updated.

Today I called claims and the woman who answered read out loud to herself that their was a warning on my profile, she immediately transferred me to someone else. The second person put me on hold and then transferred me again as I was talking to the wrong department. The third woman said they contacted me on the 1st of August LIE I called them and explicitly asked to be updated via email or telephone. I received neither. I asked what warning there was about me and she said she couldn't see. She then said it's taking so long because I didn't tell them a state vehicle hit me LIE and I must call back in 2 weeks to see what progress has been made. I have never had such poor service from an insurance.
