Breach of agreement

Are insurance companies supposed to collect premiums anytime they anticipate increased claims? This what happened after the rainstorm in Joburg in November. They collected a premium a day before the agreed date and messing up other debit orders in my account. I encurred penalties for non-payment and FFW has still not responded. How do I continue with a company that believes it can do as it please and ignore queries.
