Approved claim is R1500 short, missing voucher, and zero communication

I am deeply disappointed with the service I am receiving from First for Women regarding my cellphone claim. I lodged the claim on the 15th and diligently sent through all the relevant information on the 18th and 19th (as the 16th and 17th fell on a weekend). While the claim has been approved, the payout amount is completely incorrect. The phone costs R13,999 on Takealot—the specific supplier they instructed me to use—yet the total amount they have allocated is only R12,499. This leaves me R1,500 short, even after factoring in my excess fee. To make matters worse, I was promised a voucher on Friday, which I still have not received. The claims handler in charge of my case has become completely unreachable and is nowhere to be found. First for Women claims to understand the needs of women, but leaving a client stranded without a phone due to short-payment and terrible communication says otherwise. I need this escalated and resolved immediately.
