Additional Excess on my policy

I made an amendment to my policy today and now I see there is an additional excess of R2000 if my car is in an accident between 23:00 and 05:00. I have never had this excess before and no one made me aware of it. Why was it put in and why should I take on that additional excess? I spoke to a consultant on the phone and all he could recite were the same words about annual price reviews and increase! It still didn't answer my question. Can someone explain this additional excess and why it's only appearing now?
