A 15 hr wait for a policy number

I took out insurance with first for women 14 December. They told me that they would send me my policy number via e-mail so that I could get my car inspected and activate my policy. I am still waiting for that e-mail. I called them on the 15th December and they told me that they do not have me on the system. so I spend about 30 minutes answering questions for nothing.
