Not fulfilling their customers

We purchased a bond house in 2014 at ga-rankuwa to date we have not taken occupation of the house, the house is build but there is no electricity connection, we went to eskom and they told us that agent must pay for the connection fee and they are refusing to pay the money saying that we the purchaser must pay it how is it so, we are running around and around in circles, they don't call us we have to go to them to ask how far is the matter.please intervene
