No ethical responsibility to third parties

On the 28/07/2015 a foreigner renting a vehicle from First Car Rental opened their car door onto my moving vehicle. A metro police officer was a witness and he also completed the accident report.<br> I contacted First Car Rental's claims department subsequent to the incident to institute a claim as this incident was negligence on the rental car driver's part.<br> After a month of trying to get feedback, I was told that the driver did not report the incident to First Car Rental and that the Accident Assessment Committee had repudiated my claim (even though I have reason to believe that this was reported).<br> There is no third party insurance cover as part of the terms and conditions of the First Car Rental agreements (even though this cover is STANDARD on other car rental companies' terms and conditions). Ethically, this seems quite irresponsible to allow people (especially foreigners) to drive on South African roads without any adequate insurance for third party vehicles.<br> It seems as though First Car rental is happy for innocent third parties to pay for damages of people who drive negligently while renting their vehicles and not having adequate cover as part of their terms and conditions.
