First Car Rental keeps your money for a month

I rented a car from First Car Rental in PE. I booked online and made a prepayment. When I collected the car, a further deposit was deducted from my credit card AND a hold placed on the card. This was on 6 February 2019. It is now 28 February and when I went through my bank statement, I noticed that I still have not been refunded for the deposit and the hold on my credit card still has not been removed. It has almost been a month that this went unnoticed. I reported it to First Car Rental in PE and the lady said that they would look into it. It has not been resolved, but I wonder how long they would have kept my money if I had not noticed.
