Exploitation, abuse and over charging

<p>Good day. I recently rented a vehicle from first car rental in Cape Town. I returned my vehicle as it was received. I received an email today stating that I returned the car with the spare wheel flat and they are charging me for it. There were many scratches on the car when I received it and this was recorded on pre- inspection sheet. I did not use the spare wheel.</p>
