Day light ******s, trying to make money of cancelations!!!!

I booked a car for more than 40 days in advance, and had to cancel. I made a payment to secure the booking. On asking to reimbursing me, was told of a 10% fee, just to pay back the money i paid, In my case its R200, just to reverse a payment. I think its daylight *******.
