Car Inspections

I rented a car in Cape Town international airport for 2 days. When i received the car from the office, I was only told on which parking number to get the car. There was no one to do the pre-inspection. I drove off. Upon returning the car, the lady who did the post-inspection asked me about all the scratches around the car. i asked her where was she to do the pre-inspection as she is now insinuating that i scratched their car.
