Fines and warrants assist

I have paid R1400 for my two vehicles licenses in December and didn't receive any notification of progress till I started nagging. Then I was given excuses of outstanding fines and so on. I eventually took time off to get my license from traffic department with them not even mentioning fines. I asked fines and warrants for refund numerous times now and still am told he's sending my request to finance department.. my conclusion **** or *****!!!
