cheated of my money, and refusing to pay back

I was renting and apartment(Apartment 9 Terra place) with fine and country polokwane, on january i reported a problem with the electricity meter and they sent an electrician to come to come fix it, He said that the problem was one of my appliances which i strongly disagreed because even if you only switch on the lights the switch will still not work, and after that the agent told me that i should pay for the electrician call out because it was my fault that they had to get an electrician, i tried to reason with them that i cant pay for something that is not my fault, but i finally decided to pay since i was fed up and wanted to vacate the apartment.<br> <br> Now there someone who is renting the same apartment and shes also complaining about the same issue, so i decided to call the agent to ask for my money back as i feel like ive been cheated, she just told me to take it up to the electrician which i dont even know his name or have his cellphone number, and i have no relation with the electrician since ive never paid him money or sign a contract with him, iam disgusted by the lack of professionalism and with that attitude. all i want is just my hard earned money back
